Winlow Place Street Repaving

Two Phases, Starting November 4

After years on the City's Capital Improvement Plan and months on hold behind the Montrose water line project, Houston Public Works (HPW) is about to repave Winlow Place streets. HPW confirms that water line testing and repairs in our area are complete. The work will happen in two phases:

  • Phase 1 – Hazard St: November 4 to about December 3

  • Phase 2 – Asphalt side streets: start date to be announced

Winlow Place repaving map: Phase 1 on Hazard St, Nov 4 – Dec 3; Phase 2 on Hawthorne, Harold, Kipling and Marshall, date TBD.

Phase 1: Hazard St (November 4 – December 3)

Where: Hazard St, from Westheimer to W Alabama, along Lanier Middle School

When: Starts Wednesday, November 4. Scheduled to finish December 3, weather and construction conditions permitting.

Work: Mill and overlay, which means grinding off the old asphalt and laying a new surface.

Speed cushions: The 3 existing full-width speed humps on Hazard will be replaced with asphalt speed cushions, built to the City's standard design: raised sections with white chevrons and gaps between them, so emergency vehicles can pass through while cars still slow down. Final locations are set by the City.

Crosswalks: Painted crosswalks cross Hazard on the south side of Westheimer and on all four sides of the Harold intersection by Lanier. The City hasn't said whether they'll be repainted after paving. We've photographed them so we can check.

Lanier Middle School: The school has been notified, and the principal will let parents know about traffic changes.

Contractor: JFT Construction, Inc. The contractor and HPW walked Hazard St on October 29–30 to price the work.

Today’s full-width speed hump vs. new speed cushions: three raised sections with gaps that fire trucks can straddle.

Phase 2: Asphalt Side Streets (Start Date to Be Announced)

Where: The asphalt side streets shown in orange on the map above:

  • Hawthorne St: McDuffie to Hazard

  • Harold St: McDuffie to Dunlavy

  • Kipling St: McDuffie to Woodhead

  • Marshall St: McDuffie to Dunlavy

When: Not yet scheduled. HPW has not given a start date for the side streets. We'll share it as soon as we have it, and you should get a door tag before work begins on your block.

Work: Full mill and overlay.

Oversight: A City inspector or HPW project manager will be on site.

What's Not Included

Streets west of McDuffie (hatched area on the map): Dropped for now. Private development there will require more street cuts.

  • Curbs and gutters: The work covers the road surface only. It will not fix the curb and gutter problems that cause water to pond on some blocks.

  • Concrete streets: Only the asphalt streets marked on the map are part of this project.

What's next: HPW has told our neighbors at the WAMM Civic Association that the same east–west streets east of Dunlavy are scheduled after Winlow Place.

During Construction

Watch for "No Parking" signs and move vehicles off the street on work days.

  • Expect lane closures, flaggers and noise, and brief limits on driveway access while crews mill and pave.

  • Allow extra time around Lanier at school drop-off and pick-up.

Who to Contact

  • Emergencies (24 hours): JFT Construction, Ismael Hernandez, 832-274-1726

  • Non-emergencies and complaints: Call 311 or email buildforward@houstontx.gov

  • HPW Project Manager: Adrian Carter, 713-829-0260

  • Questions about this update: president@winlowplace.org

Help us check the finished work. Recent overlay jobs nearby were left uneven, and their lane striping, crosswalks and speed humps went unrestored for months. We've documented the existing crosswalks and speed humps on Hazard so we can compare after paving. If you see problems after paving, report them to 311 and note the service request number.

Thank You

Thank you to the office of District C Council Member Joe Panzarella, Rene Ruiz of the Mayor's Assistance Office (Department of Neighborhoods), Houston Public Works, the Neartown/Montrose Super Neighborhood, and Kevin and Chris Sokol-White of the WAMM Civic Association for helping get answers for our neighborhood.

We'll post updates as the work moves along
